I don't know the dimensions of the Replacement 2-in-1 Weather Cover for Thule Cheetah XT Bike Trailer and Stroller # TH46QH off hand but what I can say is that Thule stroller products are very fit specific and according to my research this won't fit your Chariot Cougar 2.
When I looked into this on the Thule site it looks like there isn't too much available for your stroller still, and my contact at Thule said the correct part would be 20100785 for a single stroller or part 20100786 for the double stroller.
You might try using these numbers to see if someone is selling a used one.
