The best option for flat towing your Wrangler is to install a set of base plates like the Roadmaster EZ4 Base Plate Kit # RM-521424-4. These base plates were designed to fit a 2002 Jeep Wrangler with double-tube style bumpers. They bolt directly to the frame and have the capacity to pull the Jeep.
For a tow bar, the most popular option for the XL base plates is the Roadmaster Falcon 2 # RM-520. I have included a link to the installation details and a link to a video review of the tow bar for you.
You will also need safety cables like # RM-643. These cables have a coiled design that helps keep them off of the ground. They are rated for 6,000 pounds. For lighting, the easiest solution that doesn't require tapping into the vehicle wiring is the RoadMaster Tail Light Wiring Kit with Bulbs # RM-155.
Most states require a supplemental braking system on the vehicle being towed. The easiest system to set up and use is a portable system like # RM-9400. This portable system is also proportional; it applies the vehicle brakes in proportion to how much the towing vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
While 3 inches out of level is okay, you will want to make sure the tow bar connection is as level as possible. To determine if your setup needs an adapter, hook the tow bar up to your RV and towed Jeep and measure to see how close to level it is. A high-low adapter like # RM-070 can provide you with the necessary drop or desired rise to achieve a level tow bar setup.
You will want to make sure to consult your vehicle owners manual for the proper procedure for towing the vehicle. I have included a link to our series of FAQ articles on flat towing for you.
