The Swagman Escapee is only available as a two bike rack as part # S39SR. There is no 4 bike version. If you are looking for an RV rated bike rack that can carry 4 bikes, the only options will be hanging style racks such as the Thule Range RV Bike Rack # TH9057. This rack can hold 4 bikes weighing up to 37.5 lbs apiece. So this is a great RV rated option for standard frame bikes like mountain bikes or road bikes. For alternative frame bikes or kids bikes an adapter bar # TH982XT may be needed.

As far as the platform style RV rated racks, the only options will be for two bikes, like the Swagman Escapee # S39SR. This is a great option because it can hold heavier bikes up to 60 lbs apiece and it is fully lockable. Unfortunately there are no 4 bike RV rated platform racks available.
