Wires are good. Connectors are good. Ground is good. Tail light and brake work. Blinker doesn’t

Does the blinker work on the tow vehicle? It sounds like maybe the flasher unit in the vehicle that controls the blinker function isn't working.
Otherwise if the vehicle has a factory trailer wiring setup the converter for it would be at fault if it won't allow the blinker function to work. You could check under the hood for fuses and relays that are related to this circuit. I would use a circuit tester like part # PTW2993 to test the trailer wiring connector pins to verify the circuits are working or not there and then work either towards the taillights of the trailer or forward into the vehicle wiring.
