Because trailer axles do not steer, it is nowhere as crucial that trailer tires be balanced. On a passenger vehicle, the vibration caused by an out of balance tire is immediately evident. For a trailer, most people wouldn't notice it.

The wheel and tire combos we sell are not balanced at the factory. When the tire is mounted to the wheel, the high (heavy) spot on the wheel is matched to the low (light) spot on the tire, which leaves the wheel and tire somewhat balanced. This works very well for most folks.

Most professional tire shops would be able to balance the tires further if you wish. For more information about trailer tires, take a look at the help article I have linked.
