Question:
How exactly are the 48 and 60 small trailer axels measured? That is, from what point to what point? Thanks

All axles, including the Trailer Axle with Idler Hubs # e25GR you referenced, are measured by capacity and two measurements (hub-face to hub-face & spring center to spring center). The hub-face to hub-face measurement ensures that your wheels will sit in the same position as they did with the previous axle so that they won't rub against the frame of the trailer. The spring center measurement lines the spring seats on the axle up with the hangers/center of the frame so that you can mount the axle.
You'll need an extra set of hands to help hold the tape measure so you can get these measurements, but it's pretty straightforward. Don't forget to determine the axle capacity needed as well so that you can get the correct replacement for your trailer.
