If your question is can you use a ball mount with 2-5/16" ball with your 2018 Toyota Highlander Hitch, yes you can. More than likely you have a Class III hitch with a 2" receiver like the # e98844. This can use a ball mount that fits a 2" receiver like the # C45041 which has a 2-5/16" ball and a hitch pin and clip.
If you are referring to your ball mount, or draw bar, like the Draw-Tite Ball Mount for 2" Hitches # 2923 then you need to match the shank size to the ball hole diameter. This has a 1" diameter ball hole so you would need a ball with a 1" diameter shank like the # C40005. If you have a 1-1/4" hole you can use the # 19286 you were looking at.
