You can still use the # F008574-2 you were looking at even though they're designed for a single axle trailer. What you will need to do is slightly modify them by cutting the step on one side so they can go together. Since our tandem axle fenders are all aluminum or steel this is the best solution. We have had customers do this in the past and it works really well. See the picture below.
