On the redrac brake controller does it have a manual test lever to test the brakes before heading out on the road ?

Yes, it does. The Redarc Tow-Pro Liberty Brake Controller w/ Universal Wiring Harness item # RED52VR does have a manual feature that engages your trailer's brakes. You just push in the control knob and hold it down.
