Can I use this hitch cargo carrier on a 2017 Hyundai Elantra?

The Off Road Cargo Carrier you're referencing fits Class III and IV hitches with a 2" receiver. The only options for a hitch on your 2017 Hyundai Elantra are Class I with a 1-1/4" receiver. If you have the Sedan (excluding the Sport model) you can use the Curt Trailer Hitch Receiver # C11424 and if you have the GT Hatchback the # C11400. Once you have a hitch, you can choose from the following cargo carriers:
-17x46 Curt Cargo Carrier for 1-1/4" and 2" Hitches - Steel - 500 lbs # C18145
-19x47 Curt Cargo Carrier for 1-1/4" and 2" Hitches - Steel - 300 lbs # C18110
The main difference between these is the side rails. If you like the side rails and think everything will fit within them, it is the best choice. They will keep the cargo secure and act as tie-down points. If you're loading odd shapes that may need to run over the side then the other carrier would be better.
Both are Class I compatible. Also, you will be limited by the 200 lb tongue weight capacity of the hitch or the capacity of your vehicle, whichever is lower. Make sure you factor in the 30 lb weight of the carrier as well when loading cargo on the back.
