Hi, Would these brakes fit a 2003 single axle trailstar pontoon boat trailer?

I can tell you how to determine if the Dexter Hydraulic Brake Kit # T1878800-700 fit your trailer, but we have no way of knowing fits for any one trailer. You'll need to measure the inside of your drum and it needs to be 10" diameter and at least 2-1/4" wide; you need to have a brake flange with four mounting holes, and your wheels need to be 14" or 15".
If you meet those requirements you can use the # T1878800-700; you'll also need Mounting Hardware # BRKH10A.
