Yes, the 2009 VW Jetta has a alternate wiring system called multiplexed, which means that multiple signals on each side of the vehicle are carried on one wire. The part # C59496, Heavy Duty ModuLite with Circuit Protection, is the correct harness but you will need to wire the converter differently on your vehicle. We have a Tech Bulletin (see link) that you can review to help also.
On the driver's side behind the taillight, you will need to find the wire that has multiple functions, with a circuit tester, item # PTW2993 if needed. Connect the yellow wire from the converter box to this circuit. Next Locate the taillight circuit that has 12 volts and attach the brown wire to his circuit. Run the green wire to the passenger's side and connect this wire to the multiple function wire on the passenger side behind the taillight. Connect the red brake wire to the ground wire and secure to a solid clean ground. Finally route the battery via the inline, 10-amp, fuse to the vehicle battery and test with a test light.
This should get you towing.
