Question:

The inside of these wheels look to be missing a full chrome finish. Are these wheels actually recommended for boat trailer use? Seems like rust would be a problem.

We have all of our wheels marked under the "boat trailer" section since you can technically use any wheel for a boat trailer.

The Steel Directional Trailer Wheel # AM48VR will do okay at resisting rust but if that chrome finish ever chips any exposed steel will begin to rust, yes.

Your next best option is the Steel Spoke Trailer Wheel # AM20234 because it has a galvanized finish that will resist rust better than the chrome finish.

The best option to resist rust and corrosion is an aluminum wheel like the Hi-Spec Series S5 Trailer Wheel # AM22323HWT. Since aluminum doesn't rust you don't have to worry about that being an issue with this wheel, and is why I recommend going this route.
