Can The L-Brackets On Blue Ox TrackPro Be Installed On Top 2 Mounting Holes?

I installed Item # BLU27FR and had to lower the l bracket to the top two holes just to be able to lift the spring bar in place. Is this normal?

Per the instructions(linked below) for the Blue Ox TrackPro Weight Distribution # BLU27FR you should have at least one open hole on your L-Brackets # BLU42QR. It sounds like your hitch head may be pitched to far down or you have an underslung coupler. If you have an underslung coupler you will need the Long L-Brackets # BLU52QR. Feel free to send any images of your installation and I can verify what you may need.

How much longer are these long brackets over the regular ones? My hitch receiver is sitting pretty low and I am having trouble getting the bars over these L brackets.
