We do have the part number you are looking for with the # 853-7084 which is the replacement cover for the Thule Tracker II foot.

Yes, the Replacement Cover for Thule Tracker II Half Foot, #853-7084, will fit on the Replacement Foot Base, #753-2149. I pulled these part, see attached video, to show the two parts together for you.
