Can snow “CHAINS” 265/70/17 fit 265/65/17

Since the only difference between your 265/70-17 and 265/65-17 tire sizes is that the former has about 1" more diameter I think it's safe to say that a chain currently fitting on your 265/70 will also fit your 265/65. I do recommend verifying with the tire chain manufacturer though just to be sure.
For example, Titan Chain lists their Snow Tire Chains # TC2526 as fitting both sizes but this isn't always the case. If you have a tire chain that we carry just let me know what brand and part number it is and I can double check on the fitment for you!
