Yes, the Glacier Tire Chain Tensioners # PW99 will work with the Glacier Cable Tire Chains # PW1038 for the 225/60-17 size tires on your 2022 Subaru Forester.
Please note that the cables don't provide very much traction and the only time we really recommend them is if you just need chains to stay legal. If you plan on actually using them for sticky situations then I recommend checking out the Titan Chain Alloy Snow Tire Chains # TC1553 instead because they use square links in a diamond pattern which means you'll get more even chain contact with the ground and they will give much better traction than the cables.
