Yes, the Curt Trailer Hitch Receiver # C68DR will fit your 2023 Honda HR-V and is a great option for adding a bike rack! I really like how the crosstube is hidden so it looks better on your vehicle but also provides better ground clearance.
Please note this is a Class I trailer hitch so you need to make sure your bike rack is compatible with this class of hitch. If you don't already have a bike rack I highly recommend going with the Kuat Transfer V2 # KU74FR because it's easy to use and the unique U-Shaped frame makes it easier to load and unload your bikes.
