What is Difference Between Optronics Trailer Taillight Kit TLL16RK and TLL160RK

Please tell me the difference between TLL16RK and TLL160RK. It appears both light heads are identical? And the TLL16RK is a kit with the same heads as TLL160RK but adding wiring and hardware? Please confirm.

The two kits both have the same taillight but the part # TLL160RK only comes with the two light assemblies whereas the part # TLL16RK comes with additional wiring to from the front of the trailer to the rear as well as a license plate bracket. Basically one kit is for replacing everything on the trailer and other is for just the lights.
