What Are The Short Cradles Used For On The Swagman Current Bike Rack?

Hi, I just purchased a swagman current bike rack. Can you. Explain why I have 2 long tire cradles and 2 short ones. I’m stumped which tire goes where or does it matter? Thank you for any info you can share with me

I went ahead and checked the instructions for the Swagman Current Bike Rack for 2 Electric Bikes # S64678 and discovered that the short wheel holders are for the rear wheels and should be placed on opposite from each other.
I have attached an image below showing where these cradles should go.
