Hey Donald,
Nope! The Bluetooth/WiFi app is free to download and free to use with the portable Watchdog Surge Protector # HU42VR. There will be a QR code on the front of the surge protector that you simply scan and it will get you all set up. I have used it myself and it is a fairly simple to use app.
