Question:
I just got a 1988 Cox tandem axle boat trailer with boat, but it is not equipped with brakes. The four hole backing plates are on each axle. The boat et al weights in at about 3500 lbs so by WI law it needs brakes. Just what specifics do I have to measure so you can guide me to the correct electrical brake assemblies.

We can get you set up with electric trailer brakes, and since you have a tandem axle trailer with a total weight of about 3,500 lbs you likely have 2,000 lb or 2,200 lb axles. That would mean you likely have 7 inch drums, but what you'll want to do is measure the diameter and depth of your drum, as in the attached diagram.
Along with the drum, you also want to measure the spacing of the 4-bolt brake mounting flange, which should be 2-7/8" apart on center. Then your drum should be 7 inches in diameter with a depth of at least 1-1/4 inches; if that's what you have, what you will need is the following:
- Dexter Electric Trailer Brake Kit - 7" - Left and Right Hand Assemblies - 2,000- to 2,200-lbs # 23-47-48
- Mounting Hardware for 7" Brake Assemblies # BRKH7
- Brake Adjustment Spoon for Drum Brakes # W80630
This should be exactly what you need once you verify your dimensions, though if you get a different size, please let me know.
