According to the instructions for the Curt Spectrum Trailer Brake Controller # C51170 there are 2 reasons why the lights should be flashing.
The first is if it's flashing red and yellow which means the brake controller is overloaded or there is a short-circuit somewhere on the brake controller line. To remedy this you'll need to check your wiring and connections and fix the short.
The second is if it's flashing blue and this indicates that the trailer has been disconnected or if the brakes are pressed with no trailer connected. To remedy this you'll need to check your trailer connector and wiring for any damages.
