To be able to dolly tow your 2021 Kia Soul it would need to be FWD otherwise Kia only recommends it being towed with all four wheels off the ground. Other than that you'll just need a tow dolly like the Demco Kar Kaddy X Tow Dolly w/ Disc Brakes - Tilt Bed Frame # DM9713093. You will want the front wheels of your Kia up on the dolly.
If your dolly does not have lights on it like the Kar Kaddy does then you'll also want some magnetic lights like the Heavy Duty Magnetic Tow Lights # TL21RK to display your braking and turn signals.
