From what I have found, the 2003 Jayco Designer 32 RLTS has a GVWR of 13,500 lbs. The tandem axles will have enough capacity to handle the GVWR but typically subtract the pin weight from the GVWR. I was unable to find the pin weight, but using 15-20% of your GVWR you probably have 5,200 lb or 6,000 lb axles with 6k being the more likely of the two.
I recommend checking out the axle tag on your existing axles to verify this information. The capacity is typically listed on the axle tag. If not, you may be able to get a serial number or other information off of the tag which the axle manufacturer could use to identify the axle.
If you're looking for a replacement axle, you will also want to know the length of the axle in addition to the capacity. That is the hub face to hub face measurement. If a replacement axle that matches the length is not available then you could also use the Timbren Axle-Less Suspension # TASR7KS01 which is a universal fit.
