what is correct torque for 4-lug steel rims with 4.80-8 LR C tires ?

You likely have 1/2 inch lug nuts on your trailer. For 1/2 inch lug nuts tighten them down to 75 to 85 foot pounds. If you have a different size let me know what it is and I can determine the appropriate torque specifications for you.
