Have a 95 coachman 5th wheel need Atwood part number 71138 will kit number 146059 work to rebuild jacks

I do have an option for you but Atwood Landing Gear has been discontinued for several years and we don't offer confirmed replacement parts for them. Therefore, your best option would be to replace the entire set with an option like the Lippert Manual Landing Gear Set with Handle part # LC333966. This is a complete setup that comes with everything you need.
