Question:
After mounting the brackets and cutting the horizontal tube to length you just slide the tube onto the brackets - welding not required?

Welding is not required for installation of the Multi-Fit Motorhome Trailer Hitch, item # 5350. Once you have the tube cut to length, be sure it is centered on the vehicle, you will need to drill 1/2 inch holes in the cross tube to secure it to the brackets. There are holes in the receiver portion of the brackets to use as a template for drilling the cross tube (see instructions).
