I noticed that a couple of the jack bolts are loose and was wondering how much torque is needed when tightening them

Please note the linked Installation Instructions for the Lippert Ground Control 3.0 Electric 5th Wheel RV Leveling System, # LC675817 that identify manufacturer's stated torque values for hardware. I have also included an installation video as well.
We have a very cost effective 0 - 150 ft. lbs.1/2" Drive Torque Wrench, # PTW3001C if needed.
