We have just what you need! For mounting 2 73-pound e-bikes on your 1999 Tiffin Allegro motorhome, I recommend the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 2" Hitches # HLY84FR. The Sport Rider SE comes with a massive 80-pound per-bike weight capacity and is constructed for brute strength to withstand the extra torque and force exerted on the rear of a motorhome. Since it is also compatible with bikes up to 5 inches wide, it is perfect for your 4-inch tires. It also comes loaded with a security cable, locking ratcheting hooks, and a locking hitch pin to protect both your bikes and the rack itself. For extra stabilization on the rack to prevent sway or jarring, I recommend the etrailer Anti-Rattle Hitch Stabilizer for 2" Hitches # e99007.

It is important to note that if you already have a hitch installed, you need to make sure that the hitch sits close enough to the bumper (or rear ladder, if you have one) for clearance.
