Yes, the Yakima FullBack 3 Bike Rack # Y02633 is confirmed to fit your 2017 Chevy Volt. According to Yakima you will use the Hub Setting 2 and locate the base pad 1/4" up from the bumper.
Please note to use an Adapter Bar # Y02531 if you're planning on transporting any kids bikes or bikes that don't have a horizontal top tube like what you see with a standard men's bike. This helps the bike to fit and sit level on the rack.
