Some vehicles are designed with a hole in the bumper for attaching a ball for towing. You need to check your owners manual or with your dealer for the towing capacity of your Dakota. You should also check with the Dealer to see if the bumper on your Dakota is rated for towing. I have attached an FAQ article that has tips on how to tow a trailer.
You will need to measure the hole in the bumper to make certain you have the correct diameter shank on the ball you wish to attach. If you have a 1 inch diameter hole in the bumper of your Dakota, then the Hitch Ball, part # 63845, you referenced, would be a fit.
If your Dakota does not have the factory trailer connector installed, I would recommend the Tow Ready Custom Fit Vehicle Wiring Harness, part # 118329. This harness plugs directly into existing wiring, and requires no cutting or splicing of wires. I have linked you to an installation video for a 1999 Dakota.
Once you have installed the wiring harness, I would recommend the mounting bracket, like part # 18144. This will give you a location to safely secure the wiring connector. I have linked you to an installation video for this mounting bracket.
