Im looking for a hitch mounted spare tire/wheel carrier for my 2018 Subaru Crosstrek. Im thinking this unit: etrailer Hitch Mounted Spare Tire Carrier - 2 Hitch Item # e98ZR Can you tel me if the tailgate will open with the tire in place? Or will I need something like this: Item # 52015 Thank you.

I have an option for you but the etrailer Hitch Mounted Spare Tire Carrier # e98ZR is going to block the access to your back hatch. The Folding Basket Adapter # 52015 will not work to fold the tire carrier down, the # 52015 will only work with certain cargo carriers, not the spare tire carrier.
The only spare tire carrier that we have that tilts down for rear cargo access is the Roadmaster Spare Tire Carrier # RM-195125.
