Can this barrel lock be used on a universal mighty mount? I’m looking to lock the mighty mount to the cross bar.

The Replacement Locking Knob Assembly for Yakima Raptor Aero Roof Mounted Bike Carrier # Y8820181 is a replacement part for a Yakima Raptor bike carrier, it attaches to the clamp on that carrier. It does not actually lock the rack to the crossbars.
To lock the Universal MightyMounts for Yakima Roof Mounted Accessories # Y03590 to your roof rack you would need to get the Yakima Accessory Lock Housing # Y07220 and the Yakima Same Key System (SKS) Lock Cores # Y07204.
