I have great news! I went ahead and reached out to Cannondale to get the wheelbase size of your Cannondale Adventure Neo 4. He confirmed that the wheelbase for that particular model in a large frame is 45.9 inches. With that wheelbase, the bike definitely fits on the Yakima OnRamp # Y36FR (2-inch hitch version) and # Y96FR (1-1/4 inch hitch version). Also, with the 2.20-inch wide front and rear tire, it fits into the wheel trays of the rack as well. It is important to note that the bike should not exceed the 66-pound maximum per-bike weight capacity.
Since the OnRamp has independently-adjusting cradles, the Adventure Neo 4 does not need a bike frame adapter bar like the in order to fit. Since your bike is a step-thru model with a large downtube, I recommend attaching the bike to the cradles at a position on the seat post or on the downtube below the seat post. I went ahead and attached a picture of a neighbor who attached his step-thru bike to the OnRamp in this way.
If you have a hitch installed on your vehicle, it is important to consider bumper clearance. Since the OnRamp measures 5 inches from the center of the shank's pinhole to the closest part of the rack, I recommend measuring the center of your hitch's pinhole to the outside face of your rear bumper. That measurement must not exceed 5 inches.
