Can 4,000 lb Leaf Springs Be Used with 3,500 lb Trailer Axle

I see that Dexter 4000 lb 2-eye springs will fit a Dexter 3500 lb idler axle. Will this help with hauling cargo at the 1700 load capcity? I just want to know I am being prudent and safe. I am hauling two HD motorcycles and have about 1600 weight. I DONT WANT BRAKES! THANKS!

Dexter 4,000 lb axle leaf springs like the part # e48SR for 26 inches long or part # e57SR for 25-1/4 inch would work great with a 3,500 lb axle. There would be no issue with 1,700 lbs of weight either.
