I recommend using the Fulton Single Axle Trailer Fender # F008542 if you are wanting to mount the fender on the inner wheel flange.

The Fulton Single Axle Trailer Fender # F008540 uses Mounting Brackets # CE26065PGA to hold the fender in place. It uses these brackets to stabilize the fender as the limited stucture will not provide enough stability for the fender if mounted by the inner fender well.
