Is the Top Part of Rackem Spare Tire Rack for Enclosed Trailers Available By Itself

Can I buy just the top part the hook holding the etrack? That way I can add a longer vertical track to it.

The top part with the hook on the Spare Tire Rack for Enclosed Trailers, # RA-16, is not available as a separate part. A lot of customers who purchase this carrier also add some additional e-track like # E19146, perhaps for exactly the same reason.
