If you have a RadCity Plus e-bike like the RadCity Plus 5, I recommend the Hollywood Racks RV Rider item # HLY64FR. Apart from the amazing 80 pound per-bike weight capacity, the mounting clamps on the RV Rider are extremely versatile to fit your step-thru style frame with a bike frame adapter bar like the item # 64005. These clamps also avoid any unnecessary risk of damage to your bike's fenders. If you have an extremely wide center tube on your RadCity Plus, you can always use the lowest part of the frame or the seat tube for attachment. I went ahead and included photos of how you can attach your bikes to the RV Rider.
The RV Rider will be compatible with your factory 2-inch hitch on your 2004 Buick Rainier. Depending on where the hitch face installs on your vehicle, I recommend measuring the center of the hitch pinhole to the outside face of your rear bumper. If that measurement does not exceed 7-1/2 inches, you will not have bumper clearance issues when using the RV Rider.
