For a heavy duty hitch for your 2006 Chevrolet Express 3500 Cutaway I recommend the Draw-Tite Ultra Frame Service Body Trailer Hitch Receiver - Weld On - Class V - 2" # 41990-07. The problem with using a hitch like the etrailer Trailer Hitch Receiver # e98861 is that it is designed for the cargo and passenger van, not the cutaway, so it has a small hitch drop in order to clear the factory bumper.
The # 41990-07 has a weld on installation and will fit vehicles with frames up to 44" with a 7" drop. It has a maximum gross trailer weight of 16,000 lbs and tongue weight of 1,600 lbs.
If you plan on doing some towing, I recommend the Tekonsha T-One Vehicle Wiring Harness # 118392. This will provide you with a 4-way connection at the back of your van to power your trailer's signal lights. For a ball mount, check out the etrailer Ball Mount Kit # 989900.
