Question:

I am using this extension at 24, I have seen people use turn buckles or straps going from the chain loops on the end where the ball goes in back to the reciever hitch or frame. Is this required?

With the Curt hitch extension part # C45048 you do not need to run chains back to the hitch of the vehicle. What you have seen is most likely a Torklift extension like the # TLE1636 which is a totally different setup.
