Whenever setting up a towing system, read and follow the guidelines listed in the emergency towing section of your owners manual.
The five items you need to safely tow a 2000 Honda Accord behind your 2000 Fleetwood Bounder 37 ft. motor home are base plates for your Honda, a compatible tow bar, safety cables, lighting and a supplemental braking system.
The base plate for your Honda is the Roadmaster XL # 1545-1. This base plate has removable arms that can be stored away when not in use. The two tow bars I would recommend are the RoadMaster # RM-501 or the RoadMaster Falcon 2 # RM-520, for a couple of reasons versus the #RM-020 that you originally referenced. First, both the # RM-501 and # RM-520has an Autowlok mechanism that automatically centers and locks the arms preventing sway of the towed vehicle and secondly, this comes with a full length safety strap.
The main difference between the two RoadMaster tow bars is that the # RM-520 folds up against the motor home when it is parked whereas the # RM-501 does not and the # RM-520 is 44 lbs and the # RM-501 is 60 lbs.
To complete your safety cable regulation, I recommend Roadmaster # RM-645.
If you will be towing this vehicle frequently, I recommend the Roadmaster Universal Wiring Kit # 154-792-118158. The installation instructions are attached. If you will not be towing frequently, I recommend the Roadmaster Standard Magnetic Tow Lights # RM-2120. Just a side note, most people choose the Universal Wiring Kit # 154-792-118158 because routing the wires each time for the magnetic tow lights is time consuming when setting up a tow.
Nevada does require a supplemental braking system. For your braking system, I recommend the Roadmaster Even Brake # RM-9400. The Even Brake System is a proportional braking system, meaning that when the brakes are applied on the motor home, equal braking is applied to the towed vehicle. When towing, the power wire connects directly to the battery of your towed vehicle, therefore, Roadmaster recommends that after towing for more than 6 hours, you stop the motor home and start your Honda Accord and let it idle 15 to 20 minutes to re-charge the battery.
