Hey So we are wondering if all the wiring is right, then what else could be the problem

If all your wiring is correct on the Replacement Double-Panel On/Off Switch for Dometic Gas / Electric Combination Water Heaters # AT91230 then you may have a faulty bulb inside the switch, if so your best bet is to replace the entire unit with a new one.
I have attached a wiring diagram, ensure that your wires are going to the correct locations before replacing anything.
