My toy hauler weight is 13000 lbs will this landing gear be adequate for this

Yes the Reese Electric 5th Wheel Landing Gear Set # RP500708 would work great on a toy hauler that weighs 13,000 lbs. The landing gear does not lift the entire weight of the camper which is why an 8k rated landing gear set could work on a trailer that weighs 13,000 lbs.
