From what I'm seeing, the manual transmission models of the 2007 Subaru Forester can be flat towed and a complete flat towing setup consists of base plates, a compatible tow bar, safety cables, tow bar wiring, supplemental braking and possibly a high/low adapter. If your Forester has an automatic transmission then you will want to consult the owner's manual as I do believe these vehicles need to be towed 4 wheels up.
For the base plates and tow bar I recommend using the Roadmaster Crossbar Style Base Plates with Removable Arms # 913-1 and the etrailer SD Non-Binding Tow Bar for Roadmaster Crossbar-Style Base Plates - 2" RV Mount - 6K # e44ZR; the etrailer SD tow bar comes with safety cables integrated so they won't need to be purchased separately.
For tow bar wiring, which allows you to power the towed vehicle's lights in conjunction with the RV's, I recommend using the Roadmaster 4-Diode Universal Wiring Kit for Towed Vehicles - 7-Wire to 6-Wire Straight Cord # RM-152-98146-7. I like this wiring setup because it uses diodes to protect the RV from feedback that might otherwise damage the electrical system.
Supplemental braking for your towed vehicle is required by law in most states and provinces and will help reduce the wear and tear on your RV's brakes and create a safer towing experience. For that I recommend using the Brake Buddy Stealth # HM39530, which can be used with RVs with hydraulic brakes.
When towing, you will need to keep your tow bar within 3 inches of level to avoid binding and issues when turning, so a high/low adapter may be required. I've linked a helpful article we did on the proper way to measure if one will be needed, as well as our entire selection of them for you to check out once you've measured.
I've also linked some review and installation videos of the parts mentioned above for you to use as a guide when it's time to install them.
