When they are talking about 14inch to 15inch diameter tires, what is this measurement referring to?

The 14 inch to 15 inch diameter that the Kinedyne Wheel Net # 910 fits is referring to the diameter of the wheel the tire mounts on/inside diameter of the tire. Not the height/outer diameter of the tire.
