Hi, I have a 2010 Honda Element and I just bought a Thule EZ Fold bike rack. I need a hitch. What should I buy? Also need a locking hitch pin.

I'd recommend the etrailer Class III hitch, part # e78KR which is compatible with all models of the 2010 Honda Element. If your Element is NOT an SC model, the US made Curt # 13574 you'd looked at would also be a fine choice. Both hitches have the same degree of install difficulty and the same capacity. In this instance, I'd personally choose the etrailer over the Curt, because I find the round matte black finish to be a bit more visually appealing.
The Thule # TH903202 EasyFold bike rack already features an anti-rattle locking mechanism to prevent it from being easily removed from the hitch, so you won't need a locking hitch pin for the bike rack.
