I am interested in using the Curt 11436 to carry 2 bicycles on a 2018 Chevrolet Volt. Can the required stabilizing strap be attached to a Volt in a way that works without damaging the cars finish?

Absolutely!
We have reached out to Curt about this in the past and the Curt Stabilization Strap # 18050 can be wrapped around the bike rack and then attached to the safety chain loops.
This will allow you to secure your bike rack to the Curt Trailer Hitch Receiver # C11436 you were looking at for your 2018 Chevrolet Volt.
