Im trying to get a longer SecureHook for my Thule Sidearm racks, as they will not accommodate 29 inch tires if the bike frame is bigger than a size small.

This is the same length hook that your Thule Sidearm would have now so going with the # 753-3710 would not gain you additional clearance for your 29 inch bikes. We know the Thule UpRide part # TH599000 fits well with your size bikes and would be a really great option if you would consider upgrading the rack.
