The Replacement Tie-Down for Extang Solid Fold 2.0 Hard Tonneau Covers - Qty 1 # EX1024 that you were looking at measures 1-3/4" between bolt holes on the strap's tie-down and measures 1-1/4" between bolt holes on the clip. I attached photos to further illustrate this.

Based on your images it appears you have a BAKFlip Tonneau Cover. This will use the Buckle and Strap Conversion Kit #PARTS-356A0009. The Replacement Tie-Down #EX1024 you found is for Extang Solid Fold 2.0 Hard Tonneau Covers which are only 3 panels.
